Jinwoo was first picked by the System to be Ashborn’s vessel. This gave him amazing powers that helped him become well-known among the hunters.
But when he dies in the battle against Frost and Beast Monarch, Ashborn picks him to be the next king and gives him another chance to live. So, Jinwoo turned into a god-like being with godlike powers that let him beat the powerful Monarchs up.
How then could he lose to Sung Il-Hwan? We couldn’t see a fight between Sung Il-Hwan and Jinwoo in the manhwa.

At that time, there wasn’t a way for Hwan to find out what rank he was, but the way he dealt with the Magic Beasts made him think that he was an S-Rank hunter.
Besides that, Hwang easily beats the S-Rank hunter when he comes back and Hwang Dongsoo questions him in the main story. Also, just as Rakan was about to kill Jinwoo with his last blow, Sung Il-Hwan hit him hard and sent him flying through several buildings. So, Hwan held the duel for a while to help his son become the Shadow Monarch.
